The text of this verse has many qualities that resonate with the story of King Henry IV of France (and King of Navarre as Henty II).

Under the command of Henry's right-hand man, the Duke of Sully, Paris and France were transformed.

Paris had not been part of the Roman road network so it was the upgrade of major transport networks that transformed the capital into a place considered to be a modern Memphis.

The anagrams include terms which bear on this relationship with words such as Sulleys (lys Les v), ethnocentrisms (chemins Seront t), mentorships (phis Somentr), reschedule (e d'Hercules), and factioneers (contree FaiS) all reflecting the nature of the task that transformed Paris.
